Position Summary
The HR Unit Manager (HRM) will lead the HR department strategically and operationally. Responsibilities include developing short- and long-term HR strategies, coaching and guiding staff, ensuring high performance, and overseeing all HR operations including recruitment, benefits administration, labor law compliance, training, employee relations, performance management, and policy development.
Key Responsibilities
1. Recruitment & Talent Acquisition
- Lead recruitment strategy for key roles (BM, DBM, CO, Head Office staff)
- Manage full recruitment cycle: posting, screening, interviewing, selection
- Build talent pools and networks with universities for ongoing hiring needs
2. Compensation & Benefits (C&B)
- Review and process payroll, including overtime, incentives, and bonuses
- Organize performance management (probation, annual appraisal)
- Benchmark salaries, benefits, and workplace practices to reduce turnover
3. HR Operations & Compliance
- Ensure compliance with Cambodian Labor Law and NBC regulations
- Manage employment contracts, personnel files, and HRMS
- Oversee NSSF registration, Seniority Indemnity, and Tax on Salary
- Manage staff movements: transfers, promotions, demotions, resignations
4. Performance Management
- Support managers in setting KPIs and conducting appraisals
- Maintain confidential HR data accurately
- Keep personnel records updated: personal details, positions, salaries, appraisal outcomes, training, awards, leave
5. Team Management
- Conduct orientation for new staff on company policies and HR procedures
- Provide on-the-job training for HR team and identify areas for improvement
- Identify staff development needs and coordinate training
6. Employee Relations & Discipline
- Resolve conflicts and grievances between staff and management
- Conduct investigations and issue warnings as per company policy
- Promote positive work culture and staff engagement activities
- Prepare weekly and monthly HR reports for Head of Department
- Other tasks as assigned by CEO
Job Requirements
Education & Experience
- Bachelor or Master Degree in HR, Management, Law, Business Administration, Banking, Finance, or related field
- Minimum 5 years in HR, including 3 years in management
- Experience in MFI or banking sector preferred
- Strong Microsoft Office and HR System skills
- Knowledge of Cambodian Labor Law, Tax Law, NSSF, and NBC regulations
