Position Summary
The Accounting / HR Manager is a key management role responsible for overseeing accounting, taxation, and human resource management functions.
This position ensures accurate financial reporting, compliance with tax and audit requirements, and stable HR operations including recruitment, labor management, payroll, and policy implementation.
The role also serves as a main coordination point with management, government authorities, auditors, and external partners.
Working Conditions
- Working Time: 8:00 – 17:00 (1-hour break)
- Working Days: Monday – Friday
Key Responsibilities
Accounting & Finance
- Prepare monthly and annual financial closing and financial statements
- Handle tax filing, tax audits, and external audits
- Manage budgeting and cost control
- Establish and maintain internal control procedures
Human Resources Management
- Manage full recruitment process from job posting to hiring
- Handle labor management and HR policies
- Oversee performance evaluation, payroll, and employee benefits
- Train, supervise, and manage two team members
Coordination & Reporting

Coordinate and report to management, government authorities, and external partners
Required Qualifications & Skills
- Bachelor’s Degree or MBA in Accounting or Finance
- Minimum 10 years’ experience in accounting, tax, audit, and HR functions
- Business-level English communication
- Strong PC skills (QuickBooks, Excel)
- Basic knowledge of Cambodian Labor Law
